Data transfer

My iphone 7 has a hardware issue so will not connect to wi-fi. I have bought a new phone XR but can't transfer the data from my old phone to the new as, even though it says it is done on bluetooth there must be some requirement for wi-fi. Any ideas how I can do this please?

If Quick Start or iCloud backup won't work for you.. then you'll need to use a computer to create a backup, then restore to the new device
