I try to back up to iCloud but it doesn't work, now they are telling me I can't back up to iCloud cause of "LOW PHONE STORAGE" what can I do?

In order to do the backup the phone requires a fair amopunt of clear space. If you have insuficcient space in your phone this cannot be increased, so your only options are either to clear some data from your phone, or to buy a new phone with more storage.
If you want to delete some data look for movies first, then pictures and music. Copy them to another form of storage.
