Apple ID locked

Hello,

When I do page Face ID for adding whatches I see another Apple ID, put my password and get message - Apple ID Locked- put Unlock by email but I have not got message from Apple

apple id locked my apple id is locked and i can’t access it. unfortunately when i go through the steep to unlock it always send an email to my email which is the same as my apple id so i can’t access the email sent to me what can i do? thanks
