I have turned SMS on and shut the phone off multiple times. However, while on wifi I can’t send pictures to android users. Never goes through. Text messages and links do go through. Just not photos. Please assist. Thank you!

Sending pictures using MMS requires that you have a cellular data connection.
You need MMS enabled by your carrier. and in your Settings. See the Pic below
