How to move definitively photos from icloud to pc

Hello, it seems that my icloud is almost full. too much photos. Two options, one buy extra storage in the cloud. Second options move my photos from icloud to my pc. And when I say move , it means that the photos won't be available in the cloud. How to do that ?
