Parental restrictions over 13

I fibbed and created a child's account for my stepson who is 14 but has autism and needs these restrictions. He's very tech savvy but also not mature enough to be trusted with unrestricted access to his phone. If I changed his apple id to reflect his true age, would those restrictions vanish? Or should I just keep his account as showing him as a 10 year old to prevent him from having full access?

We understand why you'd want to figure this out for your son. You can absolutely change to a normal account and still use parental controls:
