Until few days ago, the Apple TV Remote app launched from the Control Center included Skip Back and Skip Forward buttons (shown Control Apple TV with iOS or iPadOS Control Center - Apple Support). These have disappeared from the main app and the Lock Screen app on my iPhone, but still appear on their iPadOS counterparts. How can these be restored?

This is affecting content playing across several apps (Apple TV iTunes movies/TV shows rentals/purchases, YouTube, Hulu, Disney+, Netflix, HBO Max, Prime Video, etc.), and only the iPhone Remote. Has there been an iOS or tvOS update that universally disabled the Skip buttons?
Those buttons appear only when content is playing that allows this skipping, and are hidden when not applicable.
