My wife and I share a family account, she pays for the 200gb data plan. I want to move over to apple one with 200gb included and pay for this from my Credit Card not my wife's. How do I downgrade and re upgrade safely so as not to loose all our Data?
Who is the Family Organizer? Only the Family Organizer can pay using a credit card.
If she is the Organizer and you want to use your card, then you would need to disband the family group from her account, and then create a new Family Group from your account and invite her to it.
If you are the Family Organizer, then you can just start the Apple One subscription and it will cancel her subscription and move her to the Apple One storage subscription automatically.

When you subscribe for Apple One, it will notice your current 200GB subscription automatically bundling it in. Regarding changing the payment method, you can only do that if you are the organizer. If your wife is the organizer, that's where it gets a little tricky. Only the organizer, as far as I know, can be used as a payment method. This means that if your wife is the organizer, you will either have to disband the family and set family sharing back up, or you will have to input your payment information on your wife's phone for the Family Sharing Payment Method. Don't worry about losing your data; I believe there is a grace period where you won't immediately lose any data for using storage that you don't have.
As family organiser, you will be able to selectively share subscribed Apple services and iCloud storage. After you have subscribed to iCloud+ with a higher tier of storage, if you haven’t already done so, you’ll be able to invite somebody else (such as your wife) to join the family group.
If you are sharing iCloud+ storage, after the invitation has been accepted by your wife, she will be able to cancel her own iCloud+ subscription.
