Outlook Mail Notification in Safari Web Browser 15.6.1 in iOS Catalina

Can't seem to figure out why browser notifications for Outlook in the Safari app are not working. I'm not getting notifications of new emails.

I understand. In that case you have to convince the Microsoft Outlook website to send notifications again.

Try using the Manage Website Data... button in Safari's Privacy preferences: Change Privacy preferences in Safari on Mac - Apple Support. Type the applicable URL portion in its Search field (which might be Outlook or Microsoft, for example) and then Remove All. The effect of that change will be that you will need to log in again using your Outlook credentials.

That might work; I have no way of confirming it. It may be possible that website no longer provides Notifications to Safari.
