Just like the error states, your iMessage setting is not enabled. To enable it, Open Settings ➡️ Messages ➡️ iMessage: Set this to ON and follow the ensuing instructions to activate and enable iMessages on your iPhone.

Troubleshooting iMessage Activation:
Contact your Carrier, as they are the one who provide you with the service of messaging.
What exactly is happening with your iMessages? What do you mean by "Not Working"? Provide more details.
