How do I download (or make available offline) Google Drive files to my 6th gen iPad? When I click on a file or folder in Drive and click on the three little dots there is no "more" choice.

Assuming that you have installed the Google Drive App - open the App, navigate to the required folder, then tap the ellipsis (“…”) icon of the file that you wish to make available when offline.
From the menu, tap Make available offline.
