Deleted text messages cannot be recovered unless you have a device backup and do not use messages in iCloud. You can then factory reset your device and restore it using your backup (if it contains the messages). You'll lose anything new but you might get the message.
Deleted photos are moved to the Recently Deleted album in photos. If deleted from there, or if it has been more than 30 days since being deleted, the items are permanently deleted and irrecoverable.
