Reservation Error iPhone 14 pro max

today I had tried to spend 45 minutes to reserve iPhone 14 pro max from united Arab emirates. when I completed the steps and press the reservation it shows "you have reached maximum allowed per customer". If anyone have the same issues today please let me know.
