payment methods not working & wont let me verify

hi,

i have tried to make in app purchases in multiple apps and the only thing that comes up every time is “unable to complete this transaction at this time”. and then says i need to verify my payment method.

i have tried looking up how to fix this and nothing has worked. my settings does not have the option of “apple id & itunes”, i have not changed anything relating to my payment methods, my settings does not give me the option to look at my subscriptions or my payment history, i have not got any overdue payments and i have the money in the account. i honestly have no idea what to do. pls help.
