iPhone voicemail can be seen by going to voicemail icon or dialing your own number. However I find there are different messages on each one and I’m not notified of the messages that are where you dial your number to get them

All our various carriers around the world who control voice mail as since it works when you are outside of range or your phone is off have nothing to do with the phone, so if it was me then I would ask my carrier
When someone leaves a voicemail message, you will receive a text message from your carrier.
The voicemail settings are controlled by the carrier, so contact your carrier.
