Unable to add card

I can't add my debit card to my Apple Watch Series 4 wallet. Whenever I pressed on add card it immediately just shows "Could not add card" and too contact my card issuer. I already contacted them and they said the card has no problems. Which was true as I can easily add my card to my iPhone 13. The watch is the problem. I already tried all the solutions. Restarting both my phone and watch, logging in and out of my iCloud, setting my region, adding and removing card from my phone, etc.
