iPhone 11 not ringing or notifying of incoming calls or texts

Have you checked the ring/silent switch on the left side of the phone. See: How to put your iPhone on vibrate, ring, or silent mode - Apple Support ?

Also try restarting: Restart your iPhone - Apple Support

Try to turn notifications for calls off and after a few hours turn them back on again. This tends to solve this kind of issues
