Not possible. Only over Wi-Fi or cellular from App Store.

Any app you had installed and have removed from home screen will still be in App Library after all your home screens.

In App Store it shows as [OPEN]

Any app you had installed and have completely uninstalled is in App Store and shows as cloud with down arrow

Bluetooth sideloading is prohibited.
