Applepay Maximum 0 cards?!

Applepay was not working well, so I removed my cards and signed out of my apple ID, then signed in again and attempted to add the cards back. I got a message that i have already added the maximum of 0 (!!!) cards, and I need to remove one (?!?!?!) in order to add a new one.

What can be done?

Can not use card It says and it’s very frustrating because i keep seeing Apple references to fix the problem saying “Add a different card” thats hard when a person only has one card to use. Apple Wallet - Apple card says "This card cannot be used" Apple Wallet - suddenly my Apple card is not the default card & the transactions are not visible. Contacted the Apple card support (Goldman Sachs) & they verified the card is still active. There are technical difficulties w/latest Apple upgrade. :( Anyone else experience this? The phone wallet says to remove the card, but if I do all the transactions will disappear. (not currently visible) I have been using the card for 3 years and do not want this to happen.
