I just bought 2 tbs of storage why is it still saying I have no storage and I can’t download things?

Renting iCloud storage does not add storage space to an iPhone.

You will need to delete or move existing content to make room on the device.

What's the difference between device storage and iCloud storage? - Apple Support

NOTE: Your chosen iCloud storage plan seems excessive for your needs.
