My google photo app wants me to update, but it keeps saying UNABLE TO INSTALL "GOOGLE PHOTOS"

This might be some glitches with the developer side, you can try uninstalling the google photos app from your device and reinstalling it this will fix this issue.

Uninstalling it will I lose my photos?
If your photos backed up in the photos cloud they won't get erased, once again after installation you can login and all backedup data will gets displayed.
