Getting In After Deleting Apple ID:
You are stuck. The passcode is a theft deterrent. This is the same ordeal as when you cannot log in to an iPhone because it is associated to another person's Apple ID (scams are commonly reported on these forums).
What are you Seeing?
So what happens when you try logging in? What message are you getting? A screenshot would most certainly help (leave out persona info by modifying it with the Photos app.

You could contact Apple Support, seeing if they would be kind enough to get you back in. Here is their contact info:

- What the Wait?: Phone calls are taking a bit to go through at the moment, due do lots of calls. And that makes sense because with the Coronavirus Pandemic, many are at home at the moment, with much more time on their hands to contact Apple. So, just stay on the line, and you will get through.
