why i can't log in my apple ID

in fact, i bought my iphone in China, so i have a chinese apple ID. But it can't download many francaise app. So i use my francaise telephone number to register a new apple ID. It successfully login in my settings, but it can't login in app store, i can't still buy francaise app.

Could you please help me?

Not able to sign in my apple ID on my iphone after changing country I have changed my region by logging in via Mac. But my apple id settings are all blocked out.
