I recently had an IPhone and my son had a macbook but I lost my iPhone and bought an android now my son bought an iPhone and he can’t download apps because he is part of Apple family but I can’t allow because I lost my iPhone and don’t have one now

You can only manage Family Sharing using an Apple device. I would probably set up his iPhone using your Apple ID (or your old Apple device). Change the family share settings. Then set up the phone as his.
Or, transfer him to another family share.
