Obtaining an Apple business Account

In the first link you provided, I couldn't change the country from US to Yemen.

but I found another link:

https://business.apple.com/#/enrollment/form

but when entering all the requried company information, I got this error message:

"Your organization country or region is currently not supported"

So, what can I do? please help
