Bug or “feature”? Random tracks are grayed out in an album

In Apple Music, there are albums which have only some tracks available, the rest are grayed out and unavailable for playing. I’ve seen this multiple times lately, particularly on recently released Classical albums. For example, you can play the first movement of a symphony, but the remaining movements can’t be played. Very annoying. See attached for example. Is this a bug? Or a feature?
