HOW DO I GET A REFUND FOR AN APP I PURCHASED THAT DOES NOT WORK BESIDES "REPORT A PROBLEM"?

Follow the steps in here:

Request a refund for apps or content that you bought from Apple - Apple Support


If by any chance you have used more than one Apple ID, check each one individually.
