The Keynote will be available to stream on apple.com, the Apple Developer app, the Apple TV app, and the Apple YouTube channel. On-demand playback will be available after the conclusion of the stream.

Did you already try the troubleshooting mentioned in the related article?

If you can't remove a payment method from your Apple ID - Apple Support

If you have ongoing subscriptions, you'll have to add the new payment method before you can delete the old one.
