Couldnt send SMS messages to some of my contacts ( not all of them !). It happened under a wi fi and cellular coverage !!!

How to fix this problem ??

Cant send or receive texts from non iphone users For a day now i cant send or receive texts from non iphone users. even when i went to verizon for a separate issue the text they send to allow access didnt come through. I have reset MMS/SMS messages, updated software, restarted phone, reset apple id password, and all other suggested items and still nothing. Any other ideas?
