Any AirTag can only be paired to ONE AppleID.

AirTags can ONLY be located using FindMy on the Trusted Devices of a SINGLE paired AppleID.

Assuming that the phones have different AppleIDs … only the one w/ the “paired” AppleID would show the AirTags.
