With my 256 GB I can’t even keep pictures on my Mac, just some word/pdf files.

There does not seem to be a question here, but folks with small SSD's often put their Photos Libraries on an external drive. I had to before I got my iMac 24.

The final word from Apple on Managing the " Other/ System Data “ Category

Other / System Data: Contains files that don’t fall into the categories listed here. This category primarily includes files and data used by the system, such as log files, caches, VM files, and other runtime system resources. Also included are temporary files, fonts, app support files, and plug-ins. You can't manage the contents of this category. The contents are managed by macOS, and the category varies in size depending on the current state of your Mac.

I’m having trouble fitting into a terabyte, and will be increasing capacity with a future replacement. 256 GB isn’t as much as it used to be, and I well remember fitting into (or trying to fit into) 16 KB and 64 KB systems and onto 140 KB (or smaller) floppies.

If you’d like to discuss identifying unexpected storage usage, a tool such as OmniDiskSweeper or GrandPerspective can potentially help locate what is occupying storage.
