Can we change the Apple Card Due Date from the 30th to the 15th?
From the literature I infer that the dates are set and cannot be changed. Perhaps you could take this further with Apple Support - use the Get Support link at the top right of this page.

Apple Card Monthly Installments are billed to your Apple Card statement on the last day of the month. Your first monthly installment is billed at the end of the same month that your device ships or you pick it up at the Apple store.
yes, I understand how the monthly installment works. Thank you. We are seeking how to change the due date when interest is applied. We would like to move this due date from the 30th to the 15th, as several other large bills are due at the same time.
minimizing the impact by spreading across the month into smaller but more frequently is an option to minimize expense outflows, but we are now seeking to change the date which changes the date of applied interest expense.
