When I signed out of iCloud, it started "copying iCloud data" which is taking a long time. Is this the expected process? I thought it would let me shut it off.

See the article Sign out of iCloud on your iPhone, iPad, iPod touch, Apple TV, or Mac - Apple Support

  1. Turn on the data that you want to keep a copy of on your device.

If applications that were synced with iCloud ( like notes , photos , mails ......) ,if data is massive it will take more time to sync ( high network speed is essential to sync ) , let it complete ( its a normal process ) don't shut down iPhone .
