About device that can't be reset to factory setting

Hey I'm syifa from Indonesia and I want to ask about my phone,so

I bought this iPhone from a stranger and it turna out that the setting are not exactly same as the other iPhones in theee "general" settinga menu there is no "update device and reset to factory settings" thats what makes me very confused and depressed
