The Recents list is backup, if I recall correctly, on iCloud. However, the only way to restore it to your phone is to restore your phone to that back up. That will overwrite everything currently on the phone. It may be easier to log into your carrier's website and review your call history there.

Call History is not Available in iCloud:

If you are looking for the call history through iCloud then, your only option would be to restore it from an iCloud backup. If you want to see it now, and cannot do so on your iPhone, log into your carrier's site , and see if you can see you call history. Doing so myself, I can seat 90 days back.
