I found the issue. I had a iOS 15 beta profile installed on my phone. As soon as I deleted it I went back to software update and there was iOS 16.
PERFECT! I remember i was also on the beta... i just deleted that too and it showed to me... nice catch!

You need to go to vpn and device management in settings>general and delete the profile that is associated with the 15.7 update once that’s removed go to software update and it’ll check for updates and the 16 should pop up at the bottom. Had the same issue was stupid
If your iPhone is eligible for an update to iOS 16, after iOS 15.7 is installed, go again to Settings -> General -> Software Update.
Scroll down to -> Also available -> tap Update to iOS 16.

You cannot update an iPhone 7 higher than iOS 15, currently 15.7.1.

What model phone? Only iPhone 8, SE 2nd and 3rd edition and later models can run iOS 16. iPhone 6S and 7 are limited to 15.7.1.

The iOS 16 update option appears on all of the phones here that have 15.7 installed.
Now.....if you have an iPhone 7 and have installed 15.7......there is no update for iOS 16 available for that model.
Check if you have any beta profiles installed. That was my issue.
You can go somewhere that has Wi-Fi and update it using Wi-Fi. Examples of free Wi-Fi locations are an Apple store, almost any other technology store (Samsung, perhaps), a public library, Starbuck’s, MacDonalds, most cafés, schools, a friendly neighbor...
Or you can update it using your computer as described in the Related Article at the top of this page.
Updates are based on deltas from one version to another. It seems that Apple released 2 delta updates...
It seems that they don't have a 15.7 > 16.0
So there won't be any update available to us. Not sure if this is a mistake or something thou... And possibly we will only be able to update to 16 now on the 16.0.1 update... Hopefully they will release this fast cause it was so badly explained 🤮

You have no Wi-Fi connection on the Phone. You cannot use LTE to update.
once I got the 15.7 update on my fifth gen iPad, I went back to general/software update and found that iOS 26 was an available update and I’m currently downloading it.
Really? hmmm for me it says it's up to date, even when trying through a macbook. I wonder if it's going by region...
But basically, it is the server that will return my request with an existing update. If it's returning that it's up to date then there is no package update on the server or it is not yet available, but already on the server.
What iphone are you using? 13 series?
