See If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support. If you're trying to update over the air try using iTunes instead, or vice versa.

Quick Fixes: 1. Confirm that there isn't an issue with the network, confirm other devices work without issue & can connect to home 'WiFi'. Furthermore; with that being said make sure to update your apple devices on a secure wifi network, it is not recommended to update over a public wifi.

If the above has been confirmed, try resetting network settings

See if the issue occurs on another network, check for any sort of VPN (settings< general> *scroll down* & make sure the iOS device isn't connected to a VPN )

Check for restrictions, make sure that ScreenTime isn't preventing you from updating the device
