under Updates item it reads 15.7 is the lastset update available.
But iOS 16 is already available. I have checked compatibility and my device is compatible with the new iOS.
I guess I can try to download it via the computer but my point is that I find it strange it is not possible via the iPhone.

Try a forced restart of your device, using these instructions:--> Force restart iPhone – Apple Support.
If the issue persists, please go to Settings>General>About>Iphone Model, and post here the screenshot of your investigation.

I had an old iOS Beta profile (iOS 15).
when I removed the problem was solved.
If you're sure your iPhone model supports iOS 16 version, you should see this in Settings>General>Software Update:
