I switched to ATnT icloud but I have decided to buy space with Apple icloud again. I would like to buy more space and transfer my ATnT data to Apple icloud. I was told that the two iclouds were basically the same but the apps were different. I am not sure if that is true or not.

That would be correct. Cloud storage from another service may not work with iCloud. If you can download the items from their cloud service, you might be able to import some items.
The links below will give you an idea of how to do this with contacts and photos:
Import a vCard
If the vCard contains contact information for more than one person, each contact becomes a separate entry.
1. In Contacts on iCloud.com, clickin the sidebar, then choose Import vCard.
2. Select a vCard to import.
3. Contacts from imported vCards are added to the All Contacts group. You can add contacts to any other group by dragging them. See Create and manage groups of contacts on iCloud.com.
