Windows is showing "Waiting" for cloud status. I have ITunes sync turned on for Iphone and iPad devices. On Windows I selected Update ICloud Music Library.

See Turn on Sync Library with Apple Music - Apple Support. The process is the same for iTunes Match. If content is still waiting to match or upload you might want to close iTunes, reboot, relaunch and try the Update iCloud Music Library step once more.
