When I try to create an icloud id on my iphone 6s plus, i get this icloud message saying 'too many apple IDs have been created with the same iphone. How can I fix this problem? Thank you.

You will need to create the Apple ID outside of the iPhone and then log in with it instead.
Go to https://appleid.apple.com to create it.
