If the flash on your iPhone is not working as expected, begin by following the guidance found here:
If the camera or flash on your iPhone, iPad, or iPod touch isn't working - Apple Support
"Remove case, accessory, or film and test
If the flash works only sometimes, open the Camera app and tap the flash button to choose a different setting.
Contact Apple Support
If the camera or flash still isn't working properly, contact Apple Support to discuss service options.

The original question is about “flashlight”. Looks like there is an icon for it when phone is locked, but it doesn’t work. Diagonal swipe from upper right shows choice for flashlight, among other things, that one works. A locked screen flashlight would be so great!
