Recovery mode installs El Capitan, not the latest version

I needed to wipe and reload my MacBook pro, it had Monterrey running on it. When I ran recovery mode, it install El Capitan?! I know I can upgrade from there, but why not install the latest OSX?

I had similar with my late 2015 iMac when it died on me.

Had to back-up in target disc mode, then wipe/re-format it.

It then automatically re-installed OSX back onto it, as it reverts to whatever OS it shipped with.

Then in App Store (updates) I was able to upgrade up to Monterey from OSX.
