iPad mini a2133 iOS16 unable to install

I am unable to install iOS16 on iPad mini a2133. In general>software update only iOS 15.7 shows and states iOS is up to date. There is no ios16 update notice.

what do I need to do ios16 installed. I have 50% of 256G available.

That is because iOS16 is ONLY available for phones right now. IPADOS 16 will be out in October

iPad OS 16 has not been released.

Apple states that it will release in October.
