Nobody here knows when or if this will be available on four devices where it is not currently available. Only Apple.

Per that doc: iPhone XR, iPhone 11, iPhone 12 mini, and iPhone 13 mini don't display battery percentage in the status bar.
I suspect there just isn’t room on the display with those models. But only Apple knows for sure. Log your feedback.
