My mom's location works in both Find My and iMessage... but my gf accidentally stopped sharing location and had to reshare. Now her location no longer appears in iMessage but is working as expected in Find My. Soft reset my phone, restarted iMessage, unshared/reshared location to no avail...

In particular, try having them attempt the steps from the "Share your location in the Messages app" section:
1. Open the Messages app on your iPhone and select a message.
2. Select the name of the person at the top of the conversation.
3. Choose the information icon.
4. Select Send My Current Location. Your recipient will see your location on the map. Or choose Share My Location. Then choose the length of time that you want to share your location for.

Sharing location was turned on... assuming Find My and the Messages app share location permissions. I would expect so since people I've shared location with in Messages appear in Find My. Why wouldn't the reverse be true?
I mean Location Sharing permissions were enabled for both, I checked that first. I know this because I could see my mom's location in Messages and Find My, but my gf's location was only showing in Find My. I simply meant that if I share the location indefinitely in Messages, it would appear in Find My; and if I did the same in Find My, it should appear in Messages.. no?
Thanks for the additional information, NotSoHeavyKevy. If you were able to see your mother's but not your girlfriends, there's a strong chance it was disabled on her end, as you were able to see your mother's as normal.

Location sharing permissions would not be shared between the apps.
Each setting would need to be enabled again after they are disabled.

No, that was the issue. They were both visible in Find My, yet only my mother’s was visible on her contact info in Messages.
