Upgrading iCloud Storage Plan:

A. iCloud is not Available Everywhere.

So, go here, to find out if iCloud usage and upgrading is an option in your location/region, replying back the results: iCloud Storage Plans and Pricing - Apple Support

B. Use a Computer:

Perform this using a computer, as it would be more user-friendly doing so.
