It looks like you joined the community from If a message says 'Your account has been disabled in the App Store and iTunes'. Based on the issue you mentioned, that is the resource that you need to resolve your problem. This isn't something that can be resolved here, as you'll need to speak with a member of the Apple billing team. Use the link from that page to get that started.
