Contact Quora app support and request that they add support for iOS 12. Alternatively, acquire a newer (used or refurb) or new device with support for iPadOS 15 or better for the upcoming iPadOS 16. And no, there are no hardware upgrades. Any iPad that can’t run one of the three most recent versions can be problematic for third-party app support, too. Any recent iPad will also be substantially more capable than an iPad limited to iOS 12, too.
