iPhone Unavailable

i lost my iPhone 13 pro-max 7 days a go and today someone find my phone but he is so many try to open with wrong passcode. now i cant open my phone & i haven't connect to cellular & wifi

If that option is not available, you will need to use a computer. See: If you forgot your iPhone passcode - Apple Support
